- Dodd Leans Toward One Agency for All Banks American Banker (09/01/09) Senate Banking Committee Chairman Chris Dodd, D-Conn., is working on a draft bill to reform the financial regulatory system in the hopes of getting it passed before year's end. The bill likely will create a single bank supervisory agency, taking such authority away from the Federal Reserve and the FDIC; establish an interagency council to oversee systemic risk; and create a consumer protection agency.
